Scheme update for Hoe Street between Pendlestone Road and Lea Bridge Road

Between 6 July to 30 July 2021 local people were invited to take part in the public consultation for the Hoe Street scheme between Orford Road and Lea Bridge Road. Thank you again to everyone who took part in the consultation and shared their thoughts on the proposals, which aim to provide more transport options to local people travelling between Lea Bridge Road, Walthamstow Central and the town centre, and build upon the existing network of safe and direct walking and cycling routes across the borough.

A total of 516 people took part in the public consultation, and overall, there was a high level of support for all proposals. For more information on the results from the public consultation visit www.enjoywalthamforest.co.uk/hoestreet

Following the public consultation, the scheme was approved in principle for construction. However at the time (November 2021) there were some areas of the design that needed to be refined and finalised, and we were still in the process of securing all the funding required to construct the full scheme. Therefore, we decided to deliver the scheme in phases starting with the section of Hoe Street between Orford Road and Grosvenor Park Road.

During 2022, we completed the section between Orford Road and Grosvenor Park Road and were able to extend the works as far as Pendlestone Road.

We have now secured further funding for the scheme and we’re writing to local people to make you aware that we intend to progress with the remaining improvement works on Hoe Street between Pendlestone Road and Lea Bridge Road later in the year.

Hoe Street (between Orford Road and Lea Bridge Road) public consultation results and next steps

In October 2021 we wrote to residents local to the Hoe Street scheme with the following information.

Between 6 July to 30 July 2021 local people were invited to take part in the public consultation for Hoe Street between Orford Road and Lea Bridge Road.

What happens next?

Following public consultation, the scheme has been approved in principle for construction. However, as there are some areas of the design that need to be refined and finalised following the consultation, and we are still in the process of securing all the funding required to construct the full scheme, we will be delivering the scheme in phases.

The first phase includes the section of Hoe Street between Orford Road and Grosvenor Park Road, including improvements to the traffic signal junction at Hoe Street/Queens Road/Orford Road.

Once we have more information regarding funding and finalised plans for the section of Hoe Street between Grosvenor Park Road and Lea Bridge Road we will write to local people and businesses again.

Next steps for Hoe Street between Orford Road junction and Grosvenor Park Road

From Monday 1 November 2021 until March 2022, construction will take place between the Orford Road/Queens Road junction and Grosvenor Park Road. Works include upgrading the signal junction, improving the footways with granite and concrete paving, creating new cycle tracks and installing new bus stops.

The work in this section of Hoe Street will take place in stages, starting at Leamington Avenue and working clockwise around to Grosvenor Park Road. As part of this phase of works it will be necessary to temporarily close Queens Road and Orford Road at the junction with Hoe Street in order to safely complete some of the works. The provisional dates and durations are shown below, however, we will write to local people closer to the time to confirm these and further information around local access changes and diversion routes. Works signs will be placed in the area in advance of the closures taking place.

• Queens Road: From Monday 29 November 2021 for two to three weeks

• Orford Road: From Monday 10 January 2022 for two to three weeks
